How much do they cost to use?
Yes, but the charging times might be slower.
Do they still work on cloudy days?
I always use Level 3 Chargers, they're the fastest option out there.

I've used both level 2 and fast charging stations, and I have to say that fast charging is definitely more efficient for longer trips.
I always opt for Level 1 Chargers because they're so easy to use.
